Abstract:
China's coal-bearing strata are rich in associated mineral resources, characterized by a wide variety, widespread distribution, and substantial reserves. Strengthening the comprehensive utilization of coal-bearing resources holds significant practical importance for enhancing China's resource security capabilities and improving the economic benefits of resource development and utilization. Based on an overview of the current status of associated mineral resources in China's coal-bearing strata, this paper evaluates the effectiveness of existing policies in China and addresses several issues facing the development and utilization of coal-bearing resources. These issues include the lack of unified planning and layout for comprehensive exploration, development, and utilization, the difficulty in comprehensive evaluation, limited visibility of support policies for technological breakthroughs, fragmented mining rights management and development entities, and an imperfect system of exploration and evaluation standards. It is proposed that promoting the comprehensive development and utilization of coal-bearing strata resources requires not only advancing collaborative exploration innovation for associated minerals in coal-bearing strata, unifying planning and layout, and constructing a comprehensive evaluation index system, but also continuously deepening the reform of mining rights management mechanisms, clarifying development entities, unifying coordination, and establishing a sound technical breakthrough support policy system to encourage substantial progress in comprehensive development and utilization.
