    “双碳”目标下煤炭行业科技成果转化体系构建与路径创新研究

    Research on the construction of scientific and technological achievement transformation system and path innovation in the coal industry under the “dual carbon” goals

    • 摘要: 在“双碳”目标驱动下,科技成果转化是支撑煤炭行业低碳转型与高质量发展的关键环节。为了破解煤炭领域科技成果转化难题,提升创新转化效能,本研究基于全链条转化理论,选取煤炭领域典型转化案例,分析了煤炭行业科技成果转化体系的核心构成要素与内在运行机制,阐述了煤炭行业技术转化的独有特性与核心制约瓶颈。在此基础上,提出 “三维驱动” 优化路径:一是构建“产−学−研精准对接”与“政金企风险共担”相结合的分类协同机制;二是健全涵盖中试基地网络、技术交易服务及特色转化载体的分级分类平台体系;三是完善全周期知识产权保护与收益分配制度。

       

      Abstract: In the implementation of the “dual carbon” strategy, the transformation of scientific and technological achievements is a key link in promoting the upgrading of the energy industry and the transition to low-carbon development.To address the challenges in transforming scientific and technological achievements in the energy industry, especially in the coal sector, and to enhance the efficiency of innovation transformation, this study draws upon the full-chain transformation theory. It selects typical transformation cases in the coal sector to analyze the core components and internal operational mechanisms of the achievement transformation system in the coal industry. Additionally, it aims to clarify the unique characteristics and key constraints of technological transformation in the industry. On this basis, an optimized “three-dimensional driving” path is proposed: first, to establishing a classified collaborative mechanism that integrates “precision alignment between industry, academia, and research” and “risk sharing among government, finance, and enterprises”; the second is to improving a hierarchical and classified platform system encompassing pilot testing base networks, technology transaction services, and specialized transformation carriers; the third is to enhancing the full-cycle intellectual property protection and profit distribution system.
