    煤系战略性矿产综合开发利用关键路径与协同机制

    Key pathways and synergistic mechanisms for comprehensive development and utilization of strategic mineral resources in coal measures

    • 摘要: 为破解我国煤系战略性矿产保护不足、开发低效、资源浪费等现状,探索科学高效的综合开发利用路径,探讨了煤系战略性矿产综合开发利用的主要问题,包括管理政策协同不足、关键技术有待攻克、产业拓展延伸不够、开发保护矛盾突出等。基于此,研究提出了新质生产力培育视角下的煤系战略性矿产综合开发利用关键路径,即政策协同、技术引领、产业培育、绿色开发,并对多路径协同机制进行了探讨,形成了较为系统性的解决方案。结果表明,政策协同破解多头管理困局,技术引领突破勘查开采瓶颈,产业培育提升资源附加值,绿色开发筑牢生态底线;四条路径形成“制度保障−技术支撑−价值转化−生态底线”的有机整体,通过科学具体的实施策略,可实现资源开发效率、经济价值、生态保护与战略安全的多维提升。研究认为,煤系战略性矿产综合开发利用需通过政策、技术、产业、生态的深度耦合与协同发力,打破制度壁垒、攻克技术难关、延伸产业链条、坚守生态底线,推动从单一矿种开发向全矿种协同利用转型,为国家战略性矿产安全供给与能源资源高质量发展提供支撑。

       

      Abstract: To address the issues of insufficient protection, inefficient development and resource waste of strategic mineral resources in coal measures in China, and to explore a scientific and efficient comprehensive development and utilization path, the main issues of comprehensive development and utilization of strategic mineral resources in coal measures were discussed, including insufficient coordination of management policies, key technologies to be overcome, insufficient expansion and extension of industries, and prominent contradictions in development and protection. On this basis, four key paths for the comprehensive development and utilization of strategic mineral resources in coal measures were studied and proposed from the perspective of cultivating new quality productive forces, namely policy coordination, technological guidance, industrial cultivation, and green development, the mechanism of multi-path coordination was also explored and relatively systematic solutions were formed. The results show that policy coordination can solve the dilemma of multi-headed management, technology can lead to breakthroughs in exploration and mining bottlenecks, industry cultivation can enhance resource added value, and green development can build a solid ecological bottom line; the four paths form an organic body of “institutional guarantee, technical support, value transformation, ecological bottom line”. Through scientific and specific implementation strategies, it is possible to achieve multidimensional improvements in resource development efficiency, economic value, ecological protection, and strategic security. Research suggests that the comprehensive development and utilization of strategic mineral resources in coal measures require deep coupling and collaborative efforts in policies, technology, industry and ecology, breaking down institutional barriers, overcoming technological difficulties, extending industrial chains, and adhering to ecological bottom lines, promoting the transformation from single mineral development to coordinated utilization of all mineral types, so as to provide support for the national strategic mineral security supply and high-quality development of energy resources.
