Research on the planning path of an intelligent coal mine standard system for China National Coal Group

Abstract
Intelligent coal mine development is entering a new stage of accelerated transition from demonstration projects to system improvement and coordinated application This paper takes the intelligent mine development practice of China National Coal Group as the research object and focuses on how an enterprise-level standard system can be translated from a catalogue framework into an implementable package of standards and a phased timetable. Based on enterprise project records, a candidate standards database, and policy and standards documents, a four-stage analytical framework encompassing demand identification, maturity-gap analysis, key-standard screening, and roadmap planning is constructed. Expert consultation and fuzzy comprehensive evaluation are employed to select 53 key standards for phased implementation from 917 candidate standards. The analysis uses the research sample as of the end of 2023 as its baseline and incorporates publicly disclosed development progress of the listed company as of the end of 2025 as supplementary observations. The results show that China National Coal Group Corporation has established a solid engineering foundation for intelligent coal mine development. However, gaps in standards remain in roadway drivage, data governance, platform acceptance, equipment interfaces, operation and maintenance management, and coordinated safety monitoring. Accordingly, a planning path centered on a starter package of standards and a phased roadmap is proposed.
