Abstract
In the implementation of the “dual carbon” strategy, the transformation of scientific and technological achievements is a key link in promoting the upgrading of the energy industry and the transition to low-carbon development.To address the challenges in transforming scientific and technological achievements in the energy industry, especially in the coal sector, and to enhance the efficiency of innovation transformation, this study draws upon the full-chain transformation theory. It selects typical transformation cases in the coal sector to analyze the core components and internal operational mechanisms of the achievement transformation system in the coal industry. Additionally, it aims to clarify the unique characteristics and key constraints of technological transformation in the industry. On this basis, an optimized “three-dimensional driving” path is proposed: first, to establishing a classified collaborative mechanism that integrates “precision alignment between industry, academia, and research” and “risk sharing among government, finance, and enterprises”; the second is to improving a hierarchical and classified platform system encompassing pilot testing base networks, technology transaction services, and specialized transformation carriers; the third is to enhancing the full-cycle intellectual property protection and profit distribution system.
